Register energy configs as common configs #201

This'll allow the mod ConfigSwapper to change configs depending on packmode, allowing us to tweak how powerful Powah is in normal/expert modes of Enigmatica 6 :D

I hope you'll consider it, and that it isn't a lot of work ^^
