Talkback should read status icons individually. #159

What steps will reproduce the problem?
1. Touch the top right where the status bar is, and Talkback reads it in one 
huge chunk.  Can we have Talkback read individual status icons?  It would make 
it so much more easier to get the time (E.g.)

Currently the status bar is implemented in a way that keeps us from adding this 
functionally.

However, in Jelly Bean 4.2, there is a new Quick Settings panel that is fully 
accessible.  On phones, slide three fingers down from the top of the screen to 
display this panel.  On tablets. slide two fingers down from the right-top of 
the screen.

The tiles on this panel reveal the same information that's presented in the 
status bar.  They can be explored and are linearly navigable using the 
accessibility gestures.

Oh kay can this be back ported to jelly bean 4.1.1, I am sure I will
get it but who knows when.  there are others who will never see 4.2,
so please back port this.
