[Talkback] no speech output when receiving a phone call #164

What steps will reproduce the problem?
1. Make someone call you
2. Unlock your phone (place it on the home or draway screen for example)
3. The phone will start ringing.

What is the expected output? What do you see instead?
Talkback seems to be disabled on this screen: It sometimes announces the caller 
ID but it's about once for 10 calls. Moreover, the Talkback (Explore By Touch) 
gestures produce no speech output (no way to answer the call except by swiping 
2 fingers to the right).

What version of the product are you using? On what operating system?
Android 4.2, Talkback 3.2.1

Should be fixed in the latest beta release.
