Talkback speaks while on a call

What steps will reproduce the problem?
1. Make a call.
2. hold the phone to your ear.
3. The touch screen does not seem to be locked so your cheek makes talkback 
read a bunch of information.

What is the expected output? What do you see instead?
Talkback should not speak

What version of the product are you using? On what operating system?
3.3.0B2
Android 4.2.2

sometimes the screen does get locked correctly. However, if there is a 
notification - such as a new message arrives in the middle of a call, talkback 
reads out the notification immediately overriding the voice of the person you 
are talking to and there is no way of silencing it either once it has started.

The sounds I've set up for events are enough of a notification for what I need 
to look at. TalkBack can be annoying when it starts to chatter during calls.

TalkBack speaking when you touch the screen during a call is working as 
intended -- there is little that can be done beyond respecting the screen off 
state that's linked to the proximity sensor.

However, the current version of TalkBack should never speak notifications when 
you're in a call. We've been unable to reproduce this on Android 4.2.2 running 
on Nexus devices, unless we touch the notifications bar. In that case, it reads 
all notifications and is still working as intended.

If you're experiencing issues outside of what I've just described, please 
follow-up and I can reopen the bug.
