Monster of a PR, here's what it does:

Adds a Python wrapper to R's spatialProcess krigging function
Adds test coverage for new functions
Updates GH Actions to include R install and dependencies
Adds spytialProcess.py code using rpy2
Updates requirements to include new Python dependencies
