refactor of export CSV command #175

Various commits to solve the export errors we got with the latest iteration of the project. Still a work in progress.

Definitely don't merge this just yet. Still needs some work and linting.

@palewire Are we including migrations in the repo now? I don't think migrations follow pep8 unless we force em to

At some point we'll want them, but I don't think we're mature enough to worry about it at this point. Just destroy and rebuild.
