added pangeo-ml config #119

moving config from https://github.com/scottyhq/jupyter-cupy

closes #23 and https://github.com/pangeo-data/pangeo-stacks/pull/83

once merged, we can point all hubs running GPU nodes to the same image built within this repo (https://github.com/pangeo-data/pangeo-cloud-federation/issues/490)

current image is 8.81 GB downloaded! (see workflow logs pangeo/pangeo-ml 2020.02.06-009a5bd e10ba81f090d Less than a second ago 8.81GB). So would be nice to implement some image size reduction discussed here https://github.com/pangeo-data/pangeo-stacks/issues/22#issuecomment-580782735

Thanks @scottyhq - let's keep focusing on reducing the image size but for now, I think we merge this to allow us to move forward with other work.
