Update Travis to automatically build and push the ESIP Docker container. Fixes #96.

@scottyhq or @jhamman, after one stumble with a missing package (I thought h5pyd was on conda-forge), the build is passing. And I just relearned about [skip travis] to skip the CI, so my last doc fix should not force the build again.

Is this okay for me to merge?
