Add 0.8.3 image #30

What I am changing

Adds an image for pangeo-forge-recipes==0.8.3

How I did it

Copied the example of #29

How you can test it

This image will be available shortly on Docker Hub

Note: This was motivated by https://github.com/pangeo-forge/noaa-coastwatch-geopolar-sst-feedstock/issues/2#issuecomment-1102950710

Installing from pip in https://github.com/pangeo-forge/pangeo-forge-bakery-images/pull/30/commits/e181f5e5e84dacd592db0a758d064eb3c4d90332 because 0.8.3 is not on conda yet.
