Settings Launcher

I'd like to simplify the settings for the app, for multiple reasons:

• Storing key/values in DB has made a mess
• Changing a setting and knowing whether a restart is needed is less than ideal

I want to just use a json file for the config.

This way, we can rip out and refactor code for the settings tab and reacting to settings being changed.

This settings launcher should have info about the settings to make it easier to understand what to do, without cluttering up the main app.
