Describe the enhancement

PatternFly Core’s current templating framework has served us well. As our component library grows into maturity, our technical requirements have outgrown our capabilities. Our current, homegrown framework’s capabilities are limited and difficult to handle. It seems that we’re all in favor of replacing or refactoring Handlebars.js use.

@mattnolting Can you add the deliverables for this Epic? I assume it's a PoC but will let you add it.
