Bump Jena versioning #10

The clever stuff I did to implement query rewriting for the old baseKB doesn't with w/ jena 2. I plan to demolish it and probably remove the basekb-core project.

I made some changes, notably demolishing the basekb-apps app, but there were problems where I was using RIOT in the infovore package. I don't want to mess with this one until AFTER we have the app really running in clustered mode.
