Updated Python Install requirements #2

Added Loky, and repoze.lru, since they aren't included in the requirements by default.

Cool, thanks! We pre-install the packages here so that we do not need to install them on every OpenSfM build. That makes the travis build and tests faster to run. So adding this will further speed it up.
