Migrate hosting the digital handbook page from github pages to readthedocs. This will allow hosting different versions of the handbook on the same domain and supports easy auto-publishing.
The following issues persist:
[x] Submodule doesn't get cloned to the build server -> broken tables (fixed in 7a7248351e2ed3ca4742ef6f270e93305e3a5e3d)
[x] Homepage is intro.html instead of home.html (this was a caching issue)
[x] Matrisk/ADS Logos are missing from the navigation footer (fixed with redirect in the rtd settings)
[x] Favicon missing - this also seems to work now (probably another caching issue)
[x] Change URL to nrpmhandbook.reliability.space
[x] Numbering of sections is wrong ((1,2),(1,2)) vs ((1,2),(3,4)) - this is most likely a bug related to sphinx-multitoc-numbering. The option gets forwarded to the conf.py script but does not end up in the final html. This was fixed in 6e8eeae682cbd87a09866b2b6fff7407bd980e7d.
