"CREATE EXTENSION postgis" doesn't work in PostGIS < 2.0

Wheezy is back at PostGIS 1.5, which doesn't have the extension framework.

If 2.0 is a requirement, the install docs should reflect this.

oh yah. we should get it backported. I'd say we just go 2.0+, what do you think?

(the old template method sucks ass, and will be deprecated a year from now)
