Filter out exact duplicates prior to review?

• Only if matches non-voided report.
• Copy reviewed data from match: wait for matched report to be fully reviewed before copying/voiding

1. Identify exact duplicates once raw information is parsed/entered (beginning of review)
2. Void report as exact dup of top copy
3. nxt_manage.py command to run daily or some regular schedule:
   • loop over auto voided exact duplicates
   • if top copy is fully reviewed, copy data, mark as completed to remove from future iterations of loop
   • once data copied, if top copy report is voided and exact dup was sent later than top copy: move dup to dup_pend
