Fix some problems with the modem. #8

I was having some trouble with the modems and high packet rate, so I did some stabby-stabby.

Additionally this fixes the modem_messaage event's ordering of the arguments.

This doesn't seem to be a complete fix, I'm finding. It seems it's racy somewhere, and I'm not sure where.
