Adding all boot folders into one location #27

Resolving this issue

This will make it easier to keep track of SDS IOCs, and create releases

I think this looks good.

To be more specific, I focused really only on the Makefile settings and glanced at one startup script. The rest is templated and should be good, assuming one works.

I tried the new st.cmd file for the RIX SDS IOC, and it works without errors, so it seems to be working.
