Agent CPP Jar Loader needs to be updated #16

We've fixed up the CPP Env Jar Loading to be cleaner and more flexible. 
Unfortunately, the agent still needs to be done.  Let's get the Env one
finished and where we really like it, then do the agent.  

Maybe we can factor a bunch of stuff out and save duplication.
