This updates the README to clarify that you don't need to go through the process of installing prerequisites, creating databases, etc. to contribute.

Is there a Slack channel for pdxosgeo? That could be added to the readme as well.

Not that I know of @Caged . Just the IRC channel (pdxosgeo) and mailing list.

These changes look good.
