472 bump spec version for foucoco runtime upgrade 17 #473

Closes #472.

Foucoco runtime upgrade to spec version 17 was successful, the chain is still producing blocks.

Note: Runtime upgrade to spec version 16 was successful, after which we also increased the MinBuyoutAmount parameter for the buyout pallet in this PR, therefore needing to upgrade to 17 to apply this change.
