Bump foucoco spec version to `20` #496

We should wait until #494 is merged and include the changes in the runtime upgrade.

Closes #495.

I just realized that the foucoco spec version was already bumped as part of #489 see here. While it would have been better to split this out into a separate PR, I'll roll it back to 19 so that we are consistent with our spec versions.

I'm closing this without merging as the bump was not necessary. The compiled runtime is available in #495.
