navigableLocations doesn't account for visibility #4

We don't yet restrict this list based on locations that are within the left/right bounds of the view.

Yes we need to do this. As you identify, based on left and right bounds (but not top and bottom). Otherwise our agent will have to keep looking at it's feet before moving forward - not a behaviour we need to encourage.
