PacFIN.Utilities is long and should not have a full stop in it.
To Reproduce
Run CRAN check and it will tell you.
Expected behavior
Someone will need to rename it.

Additional context
@iantaylor-NOAA suggested that it be renamed during PEP meeting. Those within PEP will need to determine a new name. I am guessing this will not happen before the end of next week. Thus, it will not be a part of the changes that I make before Nov. 17th.
