What do you think is the best way to implement it:

1. By a block
2. By global plugin
3. By a hook

I think we or better you should implement it by three ways:

• By a global plugin; So you can use it in the legal module
• By a plugin for xinha especially for clip because many people are using Clip instead of the Legal module (not everyone has a programming experience I think).
• By a own site of the piwik plugin; that is the easiest way I think: You can make the link in the admin area public and the user can implement it easy in the Legal module an Clip (as example)

So I think the third way is the most important way, but the others are nice features ;) Or is there something that I have forgotten?
