ct-chrome-clients should run on sparky and bayes together #170

Over in https://github.com/phetsims/special-ops/issues/234 we would like to support having puppeteer tests run from bayes and sparky. This means changes to ContinuousClientServer so that it isn't quite as hard coded.

After the above, and after a reload of sparky's new config. The clients are running well on sparky. I'll now set things up on bayes.

Ok, things are looking good on bayes now. We have 16 instances on bayes and 100 on sparky. Closing
