57 TODO comments in dot #96

There are currently 53 TODO comments in dot, with no associated GitHub issues. That's against PhET policy, and pretty much assures that they will never be addressed.

Related to https://github.com/phetsims/dot/issues/49, where we're supposed to bring dot up to PhET code standards (open for close to 3 years).

Assigning to @ariel-phet to prioritize and assign.

For the moment, this is deferred. I do recognize the general issue here, and the hope is to address this (and related documentation/standards issues) after Density and Buoyancy are complete. I also recognize that we have continued to push this work back, but I will be strongly advocating for it once these sims get to the testing phase. No other real choice currently due to funding constraints.
