community should have a different set of labels #210

As decided in https://github.com/phetsims/community/issues/4, community is supposed to have different labels. So it should opt out of all the label scripts in phet-info.

Please pull phet-info, especially before running any label-changing scripts. We want community to have a different set of labels, and I opted it out in https://github.com/phetsims/phet-info/issues/210
