Add sub section on how to set up GitHub Actions for Latex #37

@philippabele The documentation should be about the front- and backend so in my opinion the latex GitHub Action should not be in the documentation. It is only a "nice-to-have" for the documentation itself so that you can quickly see the PDF when a PR is created for a new chapter.

@larsrickert see it as an amendment for future students. This will help future students for this or comparable projects to get up to speed faster.

Alright, but it should not be included in the latex documentation then. Are you fine with including this part in docs/README.md?
