Enable control over the standardization type (NFC/NFD) of the generated file names

• What kind of change does this PR introduce? (Bug fix, feature, docs update, ...)

  • Feature:
    • Added the config parameter force_nfc (default = false) to enable force-NFC-normalization for filenames generated when the adr commands are executed

• What is the current behavior? (You can also link to an open issue here)

  • When adr update is executed on .mds those contain NFD type characters in the title, the generated file names also contain NFD type characters

• What is the new behavior (if this is a feature change)?

  • default behavior remains as it is:
  • If force_nfc = true, all characters in the filename of the generated files will be NFC-typed, even if the .mds contain NFD-type characters in the title

• Other information:

  • this PR resolves #51
