Removed extendable landing light <Key Type="Byte" Key="0x64F4" Value="2"/> checks from Fs9, FsX and Prepar3D rules.
As it is a configurable and optional feature tied to new led landing lights offered by Boeing (and PMDG), checking that offset will give false results and incorrect penalties will be applied.
Like in X-Plane and Zibo, only "Fixed" landing lights should be checked.
