Windows-1251 (Cyrillic/Кириллица) #37

What steps will reproduce the problem?
1. Open any .chm document with Windows-1251 code page.
2. You will see something like in an attached screenshot.
3. NO Title, NO navigation...

What is the expected output? What do you see instead?
Correct symbols as i see it on Windows.

What version of the product are you using? On what operating system?
Latest (1.3.2). Mac OS X 10.5.5.

I confirm that CHM files with 1251 encoding of TOC, shown as on this 
screenshot. I 
think that sidebar has wrong encoding detection or something. I hope you could 
repair this.

I checked the file. The TOC file is not in 1251 encoding as far as I know. It's 
encoded by html entity. 

For example, the first title is "Òèóëüíûé &eum
l;èñò"

by decoding, it should be "Òèóëüíûé ëèñò", which is what you saw in 
the screenshot.
