Ability to set image author name when uploading images #2260

Some people might to have a custom name set as the author of an image that gets uploaded to the panoramax instance instead of their OSM username

This is very niche and I don't think a lot of people will use this. 99% of the users are not even aware of what backend is used, of the other 1% I assume 90% will use the same or a similar name between them.
