Here, I plot the average DH share over the average HDD values between 2015-2020 for all EDGE-B regions. As a binary criterion, we could say that regions with HDD below 500 cannot expand FE shares. Ricarda had a good suggestion: We could fit an S-curve. This should have an inflection point very close to our SSP2 target share. To have more region heterogeneity, we could scale this target according to the S-curve if we decide to invest more into this issue.
Actually, looking at this again, I would pick HDD of 1000 as a binary criterion. Only some outliers have DH in this regime and these are precisely the affected regions, @ricardarosemann .
We should avoid that regions with very low HDD values expand district heating grids.
