allow configuration of repeats #19

It would be nice to be able to configure how often a code sent repeatedly, globally and per device. This would improve stability of the RF connection.

Just noticed that this belongs to https://github.com/pimatic/pimatic-homeduino and that there is already such an option. The links to the cobfig schema on http://pimatic.org/plugins/pimatic-homeduino/ are dead.
