Add Bellyslide Functionality

Set animation bool that we are in belly slide
Add a sound to signify it starting
Add a dragging sound effect when velocity is over a certain value
Enable a particle effect of snow flying behind the penguin (make sure to do world space)
Either add/scale the velocity or switch physics materials to get more momentum going?
Revert changes but maintain velocity (decreasing over time to a normal value) when coming out

Added basic functionality in f9a4aea3cd3aaa2a46b8006c3ad73ae20263c8fc Currently using Physic Materials to achieve this

Clamp relative horizontal velocity, prevent backwards movement
