overlabelling of Census Place #24

As mentioned on the call, Census Place layer seems to be over labelled. eg..washington city

I believe this issue is fixed, Tammy can you confirm this?

I cannot seem to retrieve a Washington City label now. So its not over-labeling, however, I would like to see one label appear. I am continuing to zoom in and out plus scan around.

Going to close this ticket out. The issue for the census place we where using the polygon layer instead of the point layer to do labeling.
