Proposing and voting of Grants #407

Research the type of message that can be used to vote on an off-chain grant.

Questions are:

  1. type of message
  2. text elements with sample text

And a sample voting on the testnet.

After that, this is passed to RDDL.io for review and crafting a first grant proposal on the mainnet.
