Aza's package that we used for ELM networks can be installed from pip, seems like it can be added easily.

it is called "pyrcn"

will add it to requirements.txt

I think we also need the following packages:

scikit-learn
seaborn
tensorflow (I don't think I used it, but I am sure we will need it at some point, probably in the near future )

will add these to requirements.txt
