Remove dependency on sassc-rails #425

Bundling this gem on M1 MacBooks has proven difficult. This change seeks to remove it as a dependency.

Hi! Very sorry for the delay, any chance you can rebase this PR? It should fix the tests since we removed support for Ruby 2.5 in #430

Hi, @mrfarmer777 . We are planning a beta release for a new major version of this gem, which will drop support for sprockets, among other things. Theses changes will include the removal of sassc and sassc-rails dependencies. We’ll leave the related issues open for now, at least until the release of this version, but will be closing related PRs, as we might need to include similar changes in the removal of sprockets support. That includes this one. Thank you for your contribution!
