Make the scenes/version control/etc modal height relative to the window #511

It's currently at fixed size so it would be great to have it something like 90% of the of window height to make it easier to look at big lists such as branches, checkpoints, diffs etc:

Also, please, make it mobile-friendly. Just launching Editor and hitting Launch - should be small but good quality of live improvement.

(Side discussion): I'm wondering for mobile if there should be a different/simpler view of the Editor?

If panels could be rearranged, and take the whole screen like if you click on hierarchy, it would show a tree on the whole screen, same for the inspector, same for assets. That would work well I believe. And not show side small pannels, so not to take viewport space too much.
