multiple discontinuous treatments in sec #85

multiple consecutive treatments are allowed in sec elements, but they not allowed to have other elements (e.g., <p>) between them. Is this type of interleaving not possible in with DTDs? If so, how is this accomplished for tables and figures

treatment is allowed in sec, but again, not mixed in with other elements:
