since we are well into the death of Python 2, and z2monitor does not work with Python 3

@tkimnguyen Travis CI build fails.

Setting a major version, "3", should be adequate. If we specify "3.7" then builds will unnecessarily fail on systems that have entirely acceptable pythons (like 3.6 on ubuntu bionic).
