Make informational-outputters not emit state-change notices #491

Upon executing the updated states a second time (with salt-call --log-level=debug --log-file-level=debug --log-file=/var/log/watchmaker/salt_call-hand_run.debug.log -c /opt/watchmaker/salt/ state.sls ash-linux.el8.STIGbyID), no changes are noted in the secondary run:
