Seems like the API supports it https://developer.mozilla.org/en-US/Add-ons/WebExtensions/API/windows/create Upstream: https://github.com/mikecrittenden/chrome-shortkeys/issues/31

Edit: Implemented https://github.com/pmalecka/chrome-shortkeys/commit/77500194d842ebec4bd5bef0ecf39e554d7d6bbe, not yet in AMO version (currently 2.0.20).
