Does the area have OpenAddresses coverage? I do NOT see it in here (https://batch.openaddresses.io/data#map=4.09/51/5.26) except for maybe 20% of the country.

But I see that France looks like it's done, and I don't see France in openaddress.io.

So maybe it's possible?

This is doable, pushing to next month since it'll be tedious to split country into 6+ pieces that successfully build.

Areas with OA data have been built.

Program assumes that only areas with OA data should be built so it errors out when trying to build the other regions.
