Support estimated consumption per acre #271

if both of the following are true

  1. input_est_fuelload_tpa is defined for a location, and
  2. config.consumption.scale_with_estimated_fuelload is set to true (default false)

then all consumption values will be multiplied by 

input_est_fuelload_tpa
 \ <modeled fuel load per acre for that location>
