[XCM] Asset Hub: autoswap to pay XCM fees using any asset #480

Description

Add support to Asset Hubs for using any asset for covering XCM fees (execution and transport) as long as there's an asset-conversion pool available between said asset and DOT/KSM ultimately used for fees.

[x] Merged in SDK and tested on testnets: https://github.com/paritytech/polkadot-sdk/issues/6050
[x] Released with Polkadot SDK stable2409
[ ] integrate stable2409 to Polkadot and Kusama system chain runtimes
[ ] live on Kusama and Polkadot Asset Hubs
