Currently, using X in AbilityCost is restricted to paying mana. There are many
circumstances where X being used in the other parts of Cost would be highly
useful.
X is generally going to have two different ways to be interpreted.
The first will be defined. This generally happens if you have to discard a card
for each target you have.
The second way is just a choice. This will happen like "Remove X counters: Deal
X damage"
