I agree, 5 minutes is way too long for some people. I get noticeable image retention on my OLED laptop if I use a static wallpaper for that long.
Edit:
You can set the time below 5 minutes if you change rotation_frequency (in seconds) in:
~/.config/cosmic/com.system76.CosmicBackground/v1/all
The filename will be different if you use per display wallpapers, e.g output.HDMI-A-1 instead of all
rotation_frequency will reset if you go into the wallpaper section in cosmic-settings

It would be cool to have a box to type how many minutes or seconds between each slideshow wallpaper shuffle, or maybe just some shorter options in the dropdown. I personally like my slideshows to be a minute between swaps, but the lowest I can currently do via the GUI is 5 minutes.
